In the subscription version, there are good improvements to the sync engine, but it's still not quite as good as the UWP app and mobile/Mac ones, which can have near instant sync in good conditions. It has strong integrations with other locally installed Office apps, but little direct access to Microsoft's cloud services - it asks for meeting details from the local Outlook installation, for example. The Win32 codebase was built as a keyboard app first and foremost, and as a result OneNote 2016/365 is a lot more keyboard navigable than the UWP app. It gets meeting details directly from the email server so you don't need to have Outlook installed on the same machine or have its database up to date.

Last year they announced that the Win32 codebase will be under active development again, and shipped some updates to the Win32 app for Microsoft 365 subscribers. As a result, there was no OneNote 2019 release and while Office 2016 has OneNote 2016, Office 2019 doesn't include OneNote at all - OneNote for Windows 10 was supposed to be The Thing and it's free. The Win32 app was actively developed until OneNote 2016, after which the management decided to focus all efforts on the UWP app and make it the flagship OneNote client on Windows. OneNote has two codebases, the old Office codebase written for the Win32 framework, and the new codebase for OneNote for Windows 10 that's written for the UWP framework.
